Planned Giving & Endowments

The mission of the Jewish Community Foundation of South Palm Beach County is to develop permanent resources to ensure the continuity of Jewish life, programs and services in our community, Israel and throughout the world. The Foundation accomplishes this goal through the development of permanent endowment funds, lifetime gifts, bequests in wills, trusts and planning giving programs benefiting the Federation, its agencies and the Jewish community.

Campaign Endowments:

The Jewish Federation, through its Jewish Community Foundation, offers two popular campaign endowment options:

PACE (Perpetual Annual Campaign Endowment Fund):
A PACE Fund is used to endow a donor’s gift to the Federation/UJA Annual Campaign.

Every year, in perpetuity, a gift will be made in your name to the Annual Campaign. The UJA suggests PACE funds be 20 times your Annual Campaign gift.

LOJE (Lion of Judah Endowment Fund): The LOJE program is the Women’s Division major gifts component of the PACE program.

A Lion of Judah woman can establish a permanent endowment fund for a minimum of $100,000 to perpetuate her Women’s Division Annual Campaign gift of $5,000 or more.

Charitable Gift Annuities:

A Charitable Gift Annuity is a life income program that enables the donor to make a meaningful gift, receive a fixed stream of retirement income for life, and derive significant income tax benefits. In exchange for the gift, the Foundation agrees to pay the donor a fixed annual sum. The payment may continue after the donor's death to a surviving spouse. In addition to the income tax charitable deduction realized in the year the gift is made, and the subsequent cash savings from the tax deduction, a portion of the annuity payment is tax-fee, since it represents the portion of the return of the principal that was the charitable gift. The Charitable Gift Annuity is a charitable giving vehicle of real value in retirement planning.

Philanthropic Funds:

A charitably inclined donor or family can reap major tax advantages, flexibility, and personal satisfaction by establishing a philanthropic fund, managed by the Jewish Community Foundation. The fund generally bears the name of the donor (or another individual selected by the donor) who has the opportunity to offer recommendations for distribution of the fund's income as well as principal to charitable organizations whose purposes are consistent with those of the Jewish community.

During the life of the donor (or the designated individual), the initial and subsequent gifts are maintained as a component fund of the Foundation. When the fund terminates, the assets become part of the Federation's Unrestricted Endowment Fund. A philanthropic fund provides the donor with the opportunity of creating an enduring gift without the management responsibilities, administrative expenses, and burdensome regulatory requirements connected with a private family foundation.

A donor may open a philanthropic fund with the Foundation with a minimum of $2,500 in stock, cash, real estate, or other property. The assets contributed to the fund will be managed and invested by the Investment Committee of the Foundation. Each philanthropic fund is credited with its proportionate share of income. The Foundation charges an annual ½% fee for operating the fund and providing periodic statements to the donor.

Gifts of Life Insurance:

Endowments through gifts of life insurance are among the most innovative planned giving vehicles and suit the needs of many different donors. With life insurance, the Foundation is designated as a beneficiary of a life insurance policy.

Life insurance can be used to fund an unrestricted gift to the Foundation, assuring the growth and continuity of our Jewish community. Life insurance proceeds can be used to create a philanthropic fund upon a donor's death, allowing a donor's spouse and/or children to continue their charitable interests. Life insurance is one of the easiest and most popular ways to perpetuate one's gift to the Federation/UJA Annual Campaign. A policy taken out during one's lifetime will ensure the continuity and perpetual support of our beneficiary agencies beyond the lifetimes of our valued donors.

There are several ways to give insurance as a charitable gift and also receive tax benefits: The Foundation can be designated as beneficiary and owner of a new policy. When the Foundation is the sole owner, all premium payments are deductible.

An existing policy can be transferred and the Foundation can be named as the owner. At the time of transfer, a current deduction equal to the net cash value of the policy can be taken. All future premium payments, when paid, would be a current tax deduction. Because life insurance premiums are based on mortality rates, gifts of life insurance are extremely affordable for younger donors, thereby giving them the opportunity to make sizable deferred gifts with very modest out-of-pocket expenses. Life insurance trusts can also be useful as asset replacement vehicles when creating Charitable Remainder Trusts.

Gifts of Real Estate:

For some donors, gifts of real estate may be the most convenient way to make a meaningful gift as they continue to support the Jewish community. There are many methods that donors may use to make gifts of their homes or other real estate - through a bequest or, more commonly, through lifetime transfer, with significant tax benefits.

Gifts through Wills and Bequests:

A charitable bequest allows individuals to retain use of and control over their assets during their lifetime, and remains fully revokable. Any of the endowment opportunities previously described can be met by a bequest as part of a donor's estate plan. A donor can create a charitable trust through his will or leave an outright charitable bequest. An outright bequest may be unrestricted, may add to an existing fund of the Foundation or may establish a designated or restricted fund. Financially, a charitable bequest is deductible in determining the amount of an estate subject to death taxes. If a will is already in place, a simple codicile can be written.

Through a bequest, a donor can demonstrate an enduring commitment to the Jewish community and continue the pattern of philanthropy that the donor had established during his/her lifetime.

Sample language to include in your trust or will: I BEQUEATH THE SUM OF $X (or X% of my estate) TO THE JEWISH FEDERATION OF SOUTH PALM BEACH COUNTY, INC. (9901 Donna Klein Blvd, Boca Raton, FL 33428; EIN #59-1945109) TO ESTABLISH THE "Name of Donor ENDOWMENT FUND." THE CONTRIBUTED PRINCIPAL IS NEVER TO BE INVADED. FIVE-PERCENT (5%) OF THE TOTAL VALUE OF THE FUND IS TO BE USED ON AN ANNUAL BASIS TO MAKE A GIFT TO THE: (Examples)
--Federation/UJA Annual Campaign in the name of the donor.
--Donna Klein Jewish Academy for scholarships for needy children.
--Ruth Rales Jewish Family Service for services to the frail elderly.
--Jewish Association for Residential Care for scholarships.
--Adolph & Rose Levis Jewish Community Center for camp scholarships.
--Jewish Education Commission to send teenagers to Israel.

Charitable Trusts:

There are two popular trusts options:

Remainder Trust
A Charitable Remainder Trust provides life income for one or several income beneficiaries, such as the donor and the donor's spouse, and leaves the remainder interest to the Foundation or designated beneficiary. There are two variations, the Annuity Trust and the Unitrust, each enabling donors to donate an asset and retain life income. Depending upon the donor's needs, Charitable Remainder Trusts can be used as a personal retirement plan. They can be structured to pay income immediately or to defer the income. Unlike new restrictions on IRAs or amounts that can be contributed to qualified pension plans, there are no such restrictions on gifts that can be contributed to Charitable Remainder Trusts. Most important, all the contributions qualify for a charitable income tax deduction.

Lead Trust
A Charitable Lead Trust is a trust which pays income to a charity such as the Jewish Community Foundation of the Jewish Federation of South Palm Beach County for a specific period of time. At the termination of the trust, all gift assets are returned to the donor or other person(s) designated in the trust, such as children or grandchildren. The income received by the Jewish Community Foundation can be used to establish an endowment fund in the name of the donor. Whereas charitable remainder trusts generate significant income and estate tax deductions, lead trusts are used primarily to reduce estate tax liabilities on gifts to family members.

Golden Givers
The Golden Givers Society represents an ever-expanding group of deeply committed people who have given their continuous support to the UJC/Federation Annual Campaigns for 25 years or more. These gifts have helped ensure both the physical and spiritual survival of the Jewish people in south Palm Beach County, Israel and around the world.

Heritage Society Members
The Jewish Community Foundation has established a recognition society to honor those who have made provision for a deferred gift of $100,000 or more in a will, trust, IRA, life insurance policy, or charitable gift annuity benefiting the Jewish Federation of South Palm Beach County or any of its agencies.

Gifts through Pensions and IRAs:

Retirement plan proceeds paid after death are subject to both income and estate taxes. If you have accumulated substantial amounts in your retirement account and you are in the highest brackets for paying income and estate taxes, those taxes can exceed 75% of the amount in the plan. These are, therefore, not ideal assets to bequeath to your heirs.

Naming the Jewish Community Foundation as the after-death beneficiary of one or more such plans (pension, profit sharing, Keogh, IRA, 401(k), etc.), can save such taxes and greatly assist the Foundation and/or your favored Jewish agencies at a minimum cost to your family. You can therefore make a substantial donation with plan assets that would otherwise be used to pay income and estate taxes.
